Given that RTD "forgot" about the amnesia thing (WTF) and is possibly jerking the viewers around with the Face of Boe reference (Writer Russell T Davies, in the episode's commentary, called the implication of this scene "a theory" as to the Face of Boe's origins, prompting Executive Producer Julie Gardner to urge him to "stop back-pedaling" about the two characters being the same), I'm compiling things already known, spoilers for Torchwood, and pure speculation.

I am well aware that New Who may nod to the old series, but I have no illusions that I'm reading stuff into this.
